Background
Winchester Hospital is a leading independent, not-for-profit hospital. For over 90 years, it has provided critical healthcare services to over a dozen Metro-west suburbs. Winchester Hospital’s flagship operation at 41 Highland Avenue is located in a fully developed residential neighborhood, and has over 230 beds and 650 physicians. It recently was ranked as the Boston area’s third busiest hospital for inpatient services.
Problem & Opportunity
Winchester Hospital was experiencing overcrowding and severe space constraints at its main location. In 2005, the hospital purchased an 11-acre site at 620 Washington Street and began planning for an expanded outpatient center. Further additional development, however, would require the creation of a permanent “Health Services Overlay District” (HSOD) subject to approval by the authority of Town Meeting.
Solution
College Street Partners (CSP) was retained to do a Feasibility and Due Diligence Study to assess the full development of the site, and assist the Hospital with the planning and pre-development processes. CSP created a plan to develop the site offering complete onsite parking, medical office space, day surgery, cardiac care, diagnostics, and a full service outpatient cancer care center. Early in the due diligence process, it was determined that the Hospital wanted to advance the development to the earliest possible date and CSP’s assignment was expanded to assist the Hospital in navigating the rezoning process for the HSOD with the Town of Winchester.
Result
After a lengthy collaborative effort, Town Meeting voted in favor of creating a new Health Services Overlay District. Working with neighborhood groups, the Planning Board, Board of Selectmen, Finance Committee, Historical
Commission, Conservation Commission, and Town Meeting Members, produced a successful result to a complex re-zoning issue. The project is moving forward into another series of approvals, after which construction begins for the next phase of the Outpatient Center.
